My view is actually half-and-half of both of your opinions. The developers are minimally involved, so they are not "mods". Still, it's "official" content made by the people we're used to seeing make free, unofficial mods.
What implications it has on canonicity has been left completely unanswered by the devs, so we'll see if they decide to incorporate the content more in the future. Creation Club and its ethical issues are slowly becoming more prevalent. Namely it's over-pricing, treatment of content creators and the actual quality of the creations. I agree with everything, through trial and error i found at least in my game and playthroughs the armor skin and weapon skin mods cause the 0kb glitch.
