You can download just your save files without re-downloading the entire game. For example, Borderlands 2 is available for both PC and Mac. It synchronizes its save files with Steam Cloud, but both the PC and Mac versions sync save files separately.
Without using the website, this would require downloading Borderlands 2 on one platform, extracting your save games, and then downloading the game on a second platform! Now all you have to do is start the game, select the mods you want from the mods panel, reboot the game and have fun with your mods! I guess my computer was just acting up. I had to do this twice, but it finally worked. Strange, would be nice to know if this is reproducible - hadn't even noticed you mentioned this in your originally question, saw the title and answered it so sorry for the duplication. I had the same problem with CoD:MW3. Only after 3 or 4 tries it stopped downloading it again. I've done this at least three times for a certain game and it's remaining in my downloads tab. I don't even see the option to delete local content at all when I right click a game.
